No. USCIS does not require notarization - only the translator's signed certification statement under 8 CFR § 103.2(b)(3). If another authority asks for a notarized translation, you can add notarization at checkout and receive a notarized PDF, usually within three business days after the certified PDF.

Yes. Every visible mark - official seals, registry stamps, registrar signatures, watermarks - is described in brackets within the translation so the accepting authority can verify the chain of authentication on the source document.
